squawk - to complain or protest, especially in a loud or raucous voice
pertinent - just to the purpose; ADAPTED to the end proposed

Sounds like squawking, to be effective, must really be in relationship to the one being squawked at--someone must needs be listening. Hope we all can squawk at the right time.
